DFO advises that the capelin fishery for vessels using fixed gear will close on July 26, 2023 at 2200 hours in that portion of Capelin Fishing Area 8 (Southern Shore) in the following area:

DFO advises that the Snow Crab fishery for all CMAs in NAFO Division 3LNO with the exception of 8Bx South will be extended and will now close at 2000 hours on August 14, 2023.

DFO advises that the Snow crab fishery will now close at 2000 hours on Monday, July 31, 2023 in select Crab Management Areas in NAFO Divisions 3K. This season extensions applies exclusively to the following Crab Management Areas:

Areas 3A, 3BC, and Area 4

DFO advises that the Snow crab fishery has been extended for all Crab Fishing Areas (CFAs) in NAFO sub-Division 3Ps (10A, 10B, 11S, 11W and 11E). The fishery in this area will now close at 2000 hours on July 31, 2023.

DFO advises anglers that due to extremely high water temperatures and/or low water levels, the following rivers in Salmon Fishing Areas 3, 6, 7, 8, 9, 10 and 13 will be restricted to morning angling only effective one hour after sunset on Tuesday, July 25, 2023.

During this period, angling is permitted from one hour before sunrise to 10:00 am each day and will be closed to angling from 10:01 am to one hour before sunrise on the following day.

The rivers will reopen as conditions improve. Please refer the 2023 Angler's Guide for further information on the environmental protocol.

DFO advises that the Winter flounder (Blackback) fishery in NAFO Divisions 3KL will open at 0600 hours on July 26, 2023.

Fish harvesters should review their conditions to be familiar with by-catch provisions for this fishery. By-catch levels will be closely monitored and areas will be closed where cod by-catch is excessive.

Licence conditions are available through the National Online Licencing System.

DFO advises that the capelin fishery for vessels using fixed gear (tuck, bar seine and trap) will open on Wednesday, July 26, 2023 at 0600 hours in the following areas:

Notre Dame Bay (Capelin Fishing Area 4)
• Cape St. John to North Head
• North Head to Dog Bay Point
• Dog Bay Point to Cape Freels

Harvesters are reminded that the fishery must be open for 24 hours before any Capelin can be removed from any fixed Gear.

Licence conditions can be obtained through DFO’s National On-line Licencing System.

DFO is seeking the names of fish harvesters with homeports in 3K and 3L interested in participating in a test fishery for Turbot using longlines in 3K and 3L in water depths less than 160 fms (inshore crab zones).

This fishery will be open to those harvesters who hold fixed gear groundfish licenses in 3KL.

The following are some of the management measures that would be applicable:
• Permit amount of 7,500 lbs. round weight.
• Self-funded at-sea observer coverage.
• All cod by-catch caught will count towards weekly limits in the Northern Cod Stewardship Fishery.
• Harvesters are restricted to fishing in the inshore crab areas of the NAFO division of their homeport.
• The opening date will be determined when the Snow crab fishery concludes in both NAFO areas.
• Seven permits will be issued for each NAFO Area.

Interested fish harvesters must e-mail their name and FIN to robynn.earle@dfo-mpo.gc.ca. If required, a draw will be held to select names.

The deadline for the submission of names will be close of business on Friday, July 28, 2023. Late applications will not be accepted.
