DFO advises that the Greenland Halibut fishery in NAFO Division 4R for Quebec-based harvesters, will close at 1759 hours (EDT) on October 31, 2023, for vessel classes A138 to A144, A949 to A990 and A2300 to A2456.

The Regional Director General, Fisheries and Oceans Canada, Newfoundland and Labrador Region gives notice that Variation Order 2023-254 has been revoked and Variation Order 2023-255 comes into effect on September 21, 2023.

DFO advises that the Greenland Halibut (Turbot) Inshore Longline Test fishery in NAFO Divisions 3K and 3L will close on September 16, 2023 at 1800 hours.

The Regional Director General, Fisheries and Oceans Canada, Newfoundland and Labrador Regions gives notice that Variation Order 2023-250 has been revoked and Variation Order 2023-254 comes into effect on September 16, 2023.

DFO is seeking ‘Expressions of Interest’ from 2023 3Ps Scallop North Bed Seasonal Permit Holders interested in applying for access to the limited amount of remaining scallop quota in the North Bed.

Eligible fish harvesters must contact DFO through the National Online Licensing System (NOLS) to express their interest in obtaining a permit and if required, a draw will be conducted. 

Please note that NEW Conditions of Licence (COLs) will be issued that indicate a specified Catch Limit of no less than 14,800 lbs. round weight and a limited fishing period of two weeks. 

Your NOLS request must be received by midnight, September 21, 2023, in order to be included in the process. 

Requests received after this time will not be accepted.

The North Bed is defined as that portion of Scallop Fishing Area 11, bounded by a line connecting the following coordinates:

46 degrees 30.0 minutes North latitude, 57 degrees 28 minutes West longitude to
46 degrees 30.0 minutes North latitude, 56 degrees 46 minutes West longitude along the Canada/France boundary to
46 degrees 23.0 minutes North latitude, 56 degrees 29 minutes West longitude to
46 degrees 14.0 minutes North latitude, 56 degrees 29 minutes West longitude to
46 degrees 14.0 minutes North latitude, 57 degrees 28 minutes West longitude to
46 degrees 30.0 minutes North latitude, 57 degrees 28 minutes West longitude.

Fish harvesters are reminded that fishing is not permitted in the Middle Bed, Southern Bed, or the Core Area. These areas are defined in your licence conditions.

Fish harvesters are reminded that they must have at-sea observer coverage services arranged before commencing fishing.

DFO advises harvesters that the 2023 Cod Stewardship Fishery in NAFO Divisions 3KL will close on Saturday, September 16th at 1800 hours to all vessel classes.

The Department has been closely monitoring landings and the marine forecast. We anticipate that the Maximum Authorized Harvest for NAFO Divisions 3KL (10,399t) will be reached at this time.

The Department prioritizes safety at sea. If a harvester is unable to retrieve their gear by the close time due to safety, they are advised to contact their local C&P detachment.

DFO advises Eel harvesters that gear can be set in scheduled Salmon rivers effective immediately.

The Eel fishery will close to all gear types in all locations on October 31, 2023.

DFO wishes to remind harvesters that Section 61 of the Fisheries Act requires all fishing logs to be completed and submitted to DFO. Please refer to the requirements set out in Schedule 4 of the 2023 commercial fishing licence.

Instructions on how to complete a general log can be found with examples at the beginning of the general logbook.  For further information and questions, harvesters can contact the Email as per Fisher Homeports below.

Logbooks must be returned to the appropriate Area Office according to your homeport.

DFO advises that the Capelin fixed gear fishery using traps and bar seine (including modified bar seine known as "tuck seine"), for vessels less than 65 feet (19.8m) in Capelin Fishing Areas 13 and 14 will close at 2000 hours on September 12, 2023.

Fish harvesters are reminded that updated conditions have been issued to reflect changes to fishing areas in Trinity Bay. Conditions are available through the National Online Licensing System.
