Trout Season Opening in Insular Newfoundland

DFO advises that the 2023 summer Trout season for Zone 1 (insular Newfoundland) opens on May 15, 2023, and will remain open until September 7, 2023.

Special Trout management areas opening on June 1 include Southwest Pond, Otter Pond, Coaker's Steady, Adies Lake, 10 Mile Lake (Northern Peninsula) and Round Lake (Northern Peninsula).

Bag limits and possession limits for insular Newfoundland remain the same: daily bag limit for Trout (includes Speckled trout, Brown trout, Rainbow trout and Ouananiche) is 12 Trout or 2.25 kg + 1 Trout, round weight (which can be a combination of any of the species - Speckled, Brown, Rainbow, Ouananiche); possession limit is twice the daily bag limit.

The Regional Director General, Fisheries and Oceans Canada, Newfoundland and Labrador Region gives notice that Variation Orders 2022-205, 2022-206, 2022-207 and 2022-208 have been revoked and Variation Orders 2023-067, 2023-068, 2023-069 and 2023-070 come into effect on May 10, 2023.

REMINDER: 2023 Expression of Interest for Greenland Halibut (Turbot) for 2+3K & 3LMNO - Deadline May 14, 2023

DFO reminds harvesters who want to participate in the 2023 <65' fixed gear fishery for Greenland Halibut (turbot) in 2+3K or 3LMNO, that they must submit their expression of interest to Fisheries and Oceans by 1700 hours, Sunday, May 14, 2023.

Late Applications will not be accepted.

For 2023, NAFO division 2+3K will be managed using permits. The permit amount will be tentatively set at 50,000 lbs round weight, dependent on the number of Expressions of Interest. The tentative opening for this fishery will be June 15, 2023, and the permit will remain valid for 3 weeks.
A subsequent draw may be conducted for area 2+3K in order to harvest any quota that was not taken during the initial permit period. All expressions of interests will be automatically included in the draw unless otherwise indicated in the expression of interest. Please write "decline draw" in your e-mail if you do not wish to have your name included.

For 2023, NAFO division 3LMNO will be managed by trip limits. The trip limits for 3LMNO will be 60,000 lbs (round weight). The tentative opening for this fishery will be June 3, 2023, and will remain open until the quota has been taken.

3Ps North Bed Scallop Fishery Opening

DFO advises that the Scallop fishery in the 3Ps North Bed in Scallop Fishing Area (SFA) 11 will open at 0600 hours on Wednesday, May 10, 2023.

If you are a 3Ps Scallop licence holder with vessel eligibility of  >50' and you are interested in fishing Scallop on the North Bed in 2023, please contact DFO through the National Online Licensing System (NOLS) to request access and an application for a permit. Those seeking access will be reviewed against policy, before determining whether they will be granted access.

A Vessel Monitoring System (VMS) or Observer coverage is required to fish in the North Bed scallop area.

The North Bed is defined as that portion of Scallop Fishing Area 11, bounded by a line connecting the following coordinates:
-    46 degrees 30.0 minutes North latitude, 57 degrees 28 minutes West longitude to
-    46 degrees 30.0 minutes North latitude, 56 degrees 46 minutes West longitude along the Canada/France boundary to 
-    46 degrees 23 minutes North latitude, 56 degrees 29 minutes West longitude to
-    46 degrees 14 minutes North latitude, 56 degrees 29 minutes West longitude to
-    46 degrees 14.0 minutes North latitude, 57 degrees 28 minutes West longitude to 
-    46 degrees 30.0 minutes North latitude, 57 degrees 28 minutes West longitude.

Fish harvesters are reminded that fishing is not permitted in the Middle Bed, Southern Bed, or the Core Area. These areas are defined in your licence conditions.

Fish harvesters are reminded that they must have at-sea observer coverage services arranged before commencing fishing.

Access to the Core Area is only available by trip permit for historical harvesters. DFO wishes to advise Area 2J Inshore snow crab harvesters that the 2023 buddy-up application is available through the National Online Licensing System (NOLS) 

The Inshore snow crab application can be downloaded and submitted by following Step-By-Step Instructions through NOLS
- Select Submit Request
- Select Request Type – Partnership/Pooling/Buddy Up
- Select Request Subtype – Snow Crab (Less than 40’ fleet)
- Select the Instructions link to open, and save or print the application
- Complete and sign the application
- If saving the signed application to your computer, Select Browse to attach the signed application to your request
- Select Submit

Completed applications received through the National Online Licensing System will be processed in priority as they are received by Licensing staff.

Fisheries and Oceans Canada (DFO) advises the public of the re-opening for the harvesting of all bivalve shellfish (Arctic wedge calms, Atlantic razor clams, Atlantic surf clams, bay quahaugs, northern propeller clams, ocean quahaugs, softshell clam, Stimpson's surf clams, bay mussels, blue mussel, horse mussels, American oysters, bay scallops, Iceland scallops, purple hinge rock scallop, sea scallops, northern moon snails, waved whelks, and Stimpson's whelks) for recreational or commercial purposes, effective 1200 hours (noon) on Monday, May 1, 2023 for a portion of Tommy's Arm, Notre Dame Bay as defined by those waters located inside of the following points:
