Molluscan Shellfish Harvesting Closure - Significant Rainfall – South Coast of Newfoundland

Fisheries and Oceans Canada (DFO) advises the public of the closure for the harvesting of all bivalve shellfish including Arctic wedge clams, Atlantic razor clams, Atlantic surf clams, bay quahaugs, northern propeller clams, ocean quahaugs, softshell clam, Stimpson's surf clams, bay mussels, blue mussel, horse mussels, American oysters, bay scallops, Iceland scallops, purple hinge rock scallop, (except sea scallops), northern moon snails, waved whelks, and Stimpson's whelks for recreational or commercial purposes in the following areas effective 1400 hours on December 22, 2023:

From Cape Anguille (at Lat 47.89794, Long -59.41205), south to a point at (Lat 47.54734, Long -59.32553), then southeast to a point at (Lat 47.19858, Long -55.74399), then northeast to Friar Head (at Lat 47.39920, Long -55.60833).

As a result, there is reason to believe that the sanitary conditions of the adjacent marine waters may have degraded to the point where accepted water quality standards have been exceeded and the contamination of the water would likely pose a risk to public health if shellfish in the affected area were harvested for consumption.

The Regional Director General, Fisheries and Oceans Canada, Newfoundland and Labrador Region gives notice that Prohibition Order NSN-2023-006 comes into effect at 1400 hours on December 22, 2023.

In accordance with Appendix VIII of the CSSP Manual of Operations, these areas must remain closed for a minimum of seven days. There will be a Public Notice when the closure is lifted.

Licence Renewal Notice to Fish Harvesters

All commercial fish harvesters are reminded to review their 2023 licenses in the National Online Licensing System (NOLS) at National Online Licensing System as soon as possible to confirm that they have renewed all their 2023 commercial licenses and/or 2023 vessel registration(s).

In order to retain the privilege to be issued the licenses in the following year, commercial harvesters must renew both their commercial fishing licenses and vessel registrations on an annual basis, whether or not the harvester actively fished or used the vessel for harvesting in that year.

Also, all 2023 Individual Quota (IQ) fees must be paid, with the exception of commercial cod IQ fees. Commercial cod IQ fees are not required to be paid if the licence holder had no directed or incidental landings of cod; however, the groundfish license fee must still be paid each year.

Harvesters who have not yet renewed their licenses for 2023 are reminded that they must complete their license renewals before midnight, Sunday, December 31, 2023. It is very important to be aware that any licenses and registrations that are not renewed before this date will not be available in the following year - these licences will be cancelled.

As well, DFO advises fish harvesters based in the Newfoundland and Labrador Region that the National Online Licensing System (NOLS) will not be available for renewal of 2023 fishing licenses after midnight Sunday, December 31. This is to allow for year-end data updating processes and system maintenance.

Fisheries and Oceans Canada (DFO) launched the National Online Licensing System in the spring of 2013 for fish harvesters to complete routine licensing transactions using a computer with internet access. This includes: renewing licenses and vessel registrations; paying the associated fees; and printing licenses, license conditions, payment receipts, and other licensing documents.

DFO also reminds harvesters that the Snow crab, Lobster and Scallop fisheries are closed for all fishing areas with the exception of the Scallop fishery in the portion of Scallop Fishing Area 10 (Placentia Bay), inside a line drawn from Point Verde (47°14.33'N, 54°00.94'W) on the east side of the bay, to Red Harbour Head (47°16.59'N, 54°58.58'W) on the west side, which will remain open until March 31, 2024. This is in line with the management measures for this fishery.
