DFO advises that the commercial squid fishery will open for jiggers and traps in Squid Fishing Areas 1 – 14 at 0600 hours on Saturday, July 27, 2024.

Licence fees and licence conditions will soon be available to commercial licence holders through the national online licencing system.

The Regional Director General, Fisheries and Oceans Canada, Newfoundland and Labrador Regions gives notice that Variation Order 2023-298 has been revoked and Variation Order 2024-168 comes into effect July 27, 2024.

3KL Greenland Halibut (Turbot) Test Fishery - Expressions of Interest

DFO is seeking the names of fish harvesters with homeports in 3K and 3L interested in participating in a test fishery for Turbot using longlines in 3K and 3L in water depths greater than 160 fms  in the inshore crab zones.

This fishery will be open to those harvesters who hold fixed gear groundfish licenses in 3KL.

The following are some of the management measures that would be applicable:

• Permit amount of 7,500 lbs. round weight.

• Self-funded at-sea observer coverage.

• All cod by-catch caught will count towards weekly limits in the Northern Cod Fishery.

• Harvesters are restricted to fishing in the inshore crab areas of the NAFO division of their homeport.

• Seven permits will be issued for each NAFO Area.

Interested fish harvesters must e-mail their name and FIN to robynn.earle@dfo-mpo.gc.ca . If required, a draw will be held to select names.

The deadline for the submission of names will be Sunday, August 3, 2024. Late applications will not be accepted.

Revisions to the Groundfish General Licence Conditions and Schedule 34

DFO advises harvesters that Groundfish General licence conditions have been revised to reflect an updated email address for Hail Requirements, and revisions to Schedule 34 (Closed and Defined Fishing Areas) to include the closed fishing area for the Maritime Link transmission cables (in NAFO Sub-division 3Pn and 4Vn).  

These will be available through the National Online licencing system. Fish harvesters should review these conditions for details on the changes.

Opening of Northern cod fishery for 3KL-based fixed-gear harvesters

DFO advises that the 2J3KL Northern cod fishery will open for 3KL-based inshore fixed-gear harvesters to fish in NAFO Divisions 2J3KL on Sunday, July 28, 2024, at 06:00 hours for vessel classes A295 and A283 and is scheduled to close November 16, 2024.

The base weekly authorized catch limits (in round weight) that apply for 3KL-based regular season fixed-gear harvesters are:

- July 28 - September 14: 3,850 lbs. base weekly

- September 15 - November 10: 8,500 lbs. base bi-weekly

Licence conditions will be available soon on the National Online Licensing System (NOLS).

Please be advised that as of Sunday, July 28, 2024, at 06:00 hours, 2J-based and 3KL-based inshore fixed-gear harvesters (vessel classes A292 and A295) can fish throughout NAFO Divisions 2J3KL.

3KL-based harvesters will have the option of fishing the regular season at the weekly base catch limits identified above, or they may opt to fish only during the 3KL fall season starting September 15 with a catch limit of 17,000 lbs. base bi-weekly (round weight).

Fish harvesters selecting the 3KL fall only fishery option MUST indicate their intention via e-mail to Robyn.Lee@dfo-mpo.gc.ca by Wednesday, July 31, 2024. Harvesters must provide their FULL NAME, FIN, HOMEPORT in their email.

If a fisher who has opted to fish in the fall season has directed cod landings prior to September 15, they will forfeit their fall fishery licence conditions.

Should in-season adjustments to catch limits or seasons be required, industry will be consulted, and updates will be communicated to harvesters via a Notice to Fishers. The Conservation and Harvesting Plan (CHP) will be available online soon at: Fisheries Management Decisions for Atlantic Canada, Quebec and the Arctic - 2024 (dfo-mpo.gc.ca)

Additional notes for 2024:

When landing in ports outside the Newfoundland and Labrador Region you must submit an end of trip summary by email to robyn.morris@dfo-mpo.gc.ca as per your condition of licence.

Prior to submitting your 2024 groundfish logbook you must make and maintain a copy of each fishing trip, which must be available for inspection upon request of a Fishery Officer.

Harvesters are reminded that fishing gear cannot be set prior to the season opening.

Salmon River Closures in Salmon Fishing Areas 10, 11 and 13

DFO advises anglers that due to extremely high water temperatures and/or low water levels, the following rivers in Salmon Fishing Area (SFA) 10, 11 and 13 will be restricted to morning angling only, effective one hour after sunset on Tuesday, July 23, 2024.

During this period, angling is permitted from one hour before sunrise to 10:00 am each day and will be closed to angling from 10:01 am to one hour before sunrise on the following day.

The rivers will reopen as conditions improve. Please refer to the 2024 Angler's Guide for further information on the environmental protocol.
