2+3KLMNO Mobile Gear Greenland halibut opening

DFO advises that the 2+3KLMNO Mobile Gear Greenland halibut (Turbot) fishery will open at 0600 hours on Monday, May 15th, 2023 for vessel class C175.

Conditions of license are available through the National Online Licensing System (NOLS).

As per your 2023 conditions of license, a daily hail is required. Hails must be sent to Hails65@dfo-mpo.gc.ca

Inshore Fixed-Gear Cod Fishery in NAFO Sub-Division 3Ps Opening

DFO advises that the directed Cod fishery in NAFO Sub-Division 3Ps will open to inshore fixed gear fleets at 0600 hours on Monday, May 15, 2023.

DFO advises that the retention of Atlantic halibut bycatch by fixed-gear vessels less than 65 feet directing for cod in NAFO Sub-Division 3Ps is permitted. By-catch provisions are outlined in harvesters Groundfish General Licence Conditions.

A Conservation Harvesting Plan that outlines management measures for the inshore fixed-gear sector for cod and other groundfish in 3Ps will be made available online at a later date at Fisheries Management Decisions for Atlantic Canada, Quebec and the Arctic - 2023

Additional Engagement Session- Vessel and Related Policies

The Department of Fisheries and Oceans will be hosting an additional Stakeholder Engagement session on Vessel and Related Policies.

The intent of these meetings will be to explore stakeholder concerns with the existing vessel related policies and the extent to which the policies support Owner-Operator.

Specific topics to be discussed include:
- Owner Operator requirements
- Vessel length increases for fleets that remain less than fifty feet (<50’),
- Vessel registration requirements (DFO and Transport Canada),
- Vessel sharing arrangements (e.g. buddy up), and
- Modernizing the Substitute Operator Policy.

Emerging 3LNO Sea Cucumber Fishery Opening

DFO advises that the Emerging Sea Cucumber fishery in NAFO Divisions 3LNO will open at 0600 hours on Thursday June 1, 2023 to permit holders.

License conditions will become available in the DFO National Online Licensing System (NOLS) in advance of the planned fishing dates that permit-holders have submitted to the Department.

Permit holders are also reminded that completion of assigned survey blocks is a condition of licence, and that 100% at-sea observer coverage is also required.

Trout Season Opening in Insular Newfoundland

DFO advises that the 2023 summer Trout season for Zone 1 (insular Newfoundland) opens on May 15, 2023, and will remain open until September 7, 2023.

Special Trout management areas opening on June 1 include Southwest Pond, Otter Pond, Coaker's Steady, Adies Lake, 10 Mile Lake (Northern Peninsula) and Round Lake (Northern Peninsula).

Bag limits and possession limits for insular Newfoundland remain the same: daily bag limit for Trout (includes Speckled trout, Brown trout, Rainbow trout and Ouananiche) is 12 Trout or 2.25 kg + 1 Trout, round weight (which can be a combination of any of the species - Speckled, Brown, Rainbow, Ouananiche); possession limit is twice the daily bag limit.

The 2023-24 Angler's Guide will be available online soon at: Anglers' Guide 2023-2024

The Regional Director General, Fisheries and Oceans Canada, Newfoundland and Labrador Region gives notice that Variation Orders 2022-205, 2022-206, 2022-207 and 2022-208 have been revoked and Variation Orders 2023-067, 2023-068, 2023-069 and 2023-070 come into effect on May 10, 2023.

REMINDER: 2023 Expression of Interest for Greenland Halibut (Turbot) for 2+3K & 3LMNO - Deadline May 14, 2023

DFO reminds harvesters who want to participate in the 2023 <65' fixed gear fishery for Greenland Halibut (turbot) in 2+3K or 3LMNO, that they must submit their expression of interest to Fisheries and Oceans by 1700 hours, Sunday, May 14, 2023.

Late Applications will not be accepted.

For 2023, NAFO division 2+3K will be managed using permits. The permit amount will be tentatively set at 50,000 lbs round weight, dependent on the number of Expressions of Interest. The tentative opening for this fishery will be June 15, 2023, and the permit will remain valid for 3 weeks.
A subsequent draw may be conducted for area 2+3K in order to harvest any quota that was not taken during the initial permit period. All expressions of interests will be automatically included in the draw unless otherwise indicated in the expression of interest. Please write "decline draw" in your e-mail if you do not wish to have your name included.

For 2023, NAFO division 3LMNO will be managed by trip limits. The trip limits for 3LMNO will be 60,000 lbs (round weight). The tentative opening for this fishery will be June 3, 2023, and will remain open until the quota has been taken.
