The Department of Fisheries and Oceans is hosting Stakeholder Engagement sessions on Vessel and Related Policies.

The intent of these meetings is to explore stakeholder concerns with the existing vessel related policies and the extent to which the policies support Owner-Operator.

Specific topics to be discussed include:
- vessel length increases for fleets that remain less than fifty feet (<50’),
- vessel registration requirements (DFO and Transport Canada),
- vessel sharing arrangements (e.g. buddy up), and
- modernizing the Substitute Operator Policy.

The second session in the NL Region will take place on Thursday this week. Harvesters can choose to participate in-person or virtually.

The Department of Fisheries and Oceans would like to advise 3Ps sea cucumber licence and permit holders that the 2023 3Ps Sea Cucumber Advisory meeting is scheduled for Tuesday, March 21 beginning at 9:00 am (Newfoundland Standard Time).

This is a hybrid meeting and will take place via Zoom and in person at the Quality Inn, Gander.  The link to the Zoom meeting and a toll-free dial-in option are provided below. 

The intent of this meeting is to provide sea cucumber licence and permit harvesters and other interested stakeholders with a review of the fishery and an opportunity to discuss matters of concern with respect to management measures and other issues in this fishery.

REMINDER: 2023 Applications for Crab Fishing Area 3BC in NAFO Division 3K due by March 17, 2023

DFO wishes to advise inshore crab harvesters in Crab Fishing Areas 3B (White Bay) and 3C (Green Bay) in NAFO Division 3K that applications for CFA 3BC are now available.

Harvesters can obtain an application by contacting the area licencing center by phone or e-mail. Applications can also be requested from the National Online Licencing System (NOLS).

Applications must be returned to the Area Office by close of business on March 17, 2023.

REMINDER - 2023 3Ps Inshore Snow crab Area Selection Applications Available for CFA 11E (Bob’s Rock)

DFO wishes to remind 3Ps inshore crab harvesters in Crab Fishing Area 11E that Area Selection applications are available for Inner or Outer areas and can be requested through the National Online Licensing System (NOLS). 

APPLICATIONS NEED TO BE COMPLETED.  IF YOU DO NOT COMPLETE AN APPLICATION, YOU WILL BE AUTOMATICALLY ASSIGNED TO THE INNER AREA.

Please upload completed application to the National Online Licensing System (NOLS).

NOTE: APPLICATIONS MUST BE RECEIVED BY CLOSE OF BUSINESS DAY MARCH 9, 2023.

Submission of the application does not indicate approval. The final decision will be communicated through the National Online Licensing System (NOLS) via appropriate documentation.

Seal Fishery Closing

DFO advises that both the Commercial fishery and Personal Use fishery for Harp seals and Hooded seals will close in all areas to all seal harvesters and all fleets based in Newfoundland and Labrador at 1800 hours on Wednesday, March 8, 2023.

This is the annual closure to allow time for Seal whelping and nursing.

Re-opening dates for the 2023 season for these Seal fisheries, in both the Gulf and on the Front, will be announced at a later date.

2023 Applications for Inshore Crab Fishing Area 10A (3Ps Placentia Bay) Buddy-up

DFO wishes to advise inshore snow crab harvesters in Crab Fishing Area 10A (3Ps Placentia Bay) that the 2023 Buddy-up Application is available through the National Online Licensing System (NOLS)

The inshore snow crab buddy-up application can be downloaded and submitted by following Step-By-Step Instructions through NOLS 

-Select Submit Request
-Select Request Type - Partnership/Pooling/Buddy Up
-Select Request Subtype 
- Snow Crab (Less than 40' fleet - this will be updated to less than 50' once the policy has been approved.)
-Select the Instructions link to open and save or print the application
-Complete and sign the application (Fish Harvester A and Fish Harvester B must sign the same application. 
-Save a Scanned copy or picture of the signed application
-Select Browse to attach the signed application to your request 
-Select Submit 

Any harvesters experiencing issues with accessing their online NOLS account, should contact the NOLS Support Line 1-877-535-7307 to have the issue resolved.

PLEASE NOTE: APPLICATIONS MUST BE RECEIVED BY CLOSE OF BUSINESS DAY MARCH 13, 2023.
