3NO Atlantic Halibut, Skate, Monkfish and Hake Fishery Closing

DFO advises harvesters that the Atlantic Halibut, Skate, Monkfish and Hake fishery in NAFO divisions 3NO will close at 2000 hours on July 21, 2022.

This closure applies to the following vessel classes fishing longline and gillnet:

A251, A254, A257, A260, A263, A266, A269, A272, A250, A253, A256, A259, A262, A265, A268, and A271.

The Regional Director General, Fisheries and Oceans Canada, Newfoundland and Labrador Region gives notice that Variations Orders 2022-103 and 2022-112 have been revoked and Variation Orders 2022-124 and 2022-125 come into effect at 1600 hours on July 21, 2022.

This closure is necessary to allow for a review of catches and determine if the amount of Atlantic halibut quota that is remaining is sufficient to permit the continuation of a directed fishery. A further announcement will be made on these fisheries once the review of landings is completed.

Changes to the 2+3K <65 Fixed Gear Greenland Halibut (Turbot) Fishery

The Department of Fisheries and Oceans advises harvesters of the following management measures for the 2+3K <65 FG Greenland Halibut Fisheries:

 the fishery will be administered through trip limits.

 Trip limits for 2+3K will increase to 65,000 lbs. Round Weight.

 The number of nets permitted to be used will increase by 40 per depth zone.

 New conditions will be available through the National Online Licensing System.

The issuance and acceptance of these licence conditions is not a guarantee that sufficient quota will be available to harvest the amount on the licence condition. The Department will continue to closely monitor this fishery and closures may occur on short notice.

Changes to the 3LMNO <65 Fixed Gear Greenland Halibut (Turbot) Fishery

The Department of Fisheries and Oceans advises harvesters of the following management measures for the 3LMNO <65 FG Greenland Halibut Fisheries:

 Trip limits for 3LMNO will increase to 65,000 lbs Round Weight.

 The number of nets permitted to be used will increase by 40 in the 300 to 500 fathom depth zone. 

 New conditions will be available through the National Online Licensing System.

The issuance and acceptance of these licence conditions is not a guarantee that sufficient quota will be available to harvest the amount on the licence condition. The Department will continue to closely monitor this fishery and closures may occur on short notice.

Stewardship Cod Fishery Opening in NAFO Divisions 2J3KL

DFO advises harvesters that the Stewardship Cod Fishery in NAFO divisions 2J3KL will open on Sunday July 24, 2022 at 06:00 hours to vessel classes A283, A292 and A295.

Fish Harvesters are advised that licence conditions will be available soon on the National Online Licensing System (NOLS).

Harvesters are reminded that they are to ensure that weekly or bi-weekly landing limits are not exceeded by setting only the amount of fishing gear that is necessary to catch the weekly limits. This is particularly important at the start of the season when fish abundance levels are unknown.

Redfish Fishery Closing In Unit 1 to the Inshore Mobile Gear Fleet Based in Western Newfoundland

DFO advises that the Unit 1 Redfish index fishery in NAFO Division 4R will close to the inshore mobile gear fleet based in Western Newfoundland (Vessel Classes C405, C406, C422, C437, and C440) at 2000 hrs on July 17, 2022. The quota for this fleet is expected to be taken by closing time.

AMENDMENT: CHANGE TO 3KL FALL FISHERY OPTION: 2J3KL Northern Cod Stewardship Fishery - 2022 Season Dates and Catch Limits

AMENDMENT: Fish harvesters that choose the 3KL fall only option will NOT be required to fish outside of Canada's Territorial Sea (12 mile limit).  The Conservation and Harvesting Plan (CHP) that is available online at: 2022 Conservation Harvesting Plan (CHP) 2J3KL Stewardship Cod fishery - AMENDED July 15, 2022 will be updated to reflect this change. 

Fish harvesters that want to avail of the 3KL fall only fishery option MUST indicate their intention in writing via e-mail to Robyn.Lee@dfo-mpo.gc.ca by Monday, July 18, 2022. 

Harvesters must provide their FULL NAME, FIN, HOMEPORT in their email. 

DFO advises of the season dates and catch limits for the 2022 2J3KL Northern cod Stewardship fishery as indicated below:

Season Dates

In NAFO division 2J, the fishery is scheduled to open on Sunday, July 24 and is scheduled to close on Saturday October 15, 2022.

In NAFO divisions 3KL, the fishery is scheduled to open on Sunday, July 24 and is scheduled to close on Saturday November 5, 2022.

Catch Limits (all weights are round weight)

In NAFO division 2J, the following 2022 base bi-weekly authorized catch limits for cod apply:

July 24 - September 3: 30,000 lbs base bi-weekly

September 4 - October 15: 40,000 lbs base bi-weekly

In NAFO divisions 3KL, the following 2022 base weekly and base bi-weekly authorized catch limits for cod apply:

July 24 - August 13: 3,850 lbs base/week

August 14 - September 10: 7,700 lbs base bi-weekly

September 11 - November 5: 8,500 lbs base bi-weekly

For fish harvesters that have acquired additional cod shares through enterprise combining adjusted catch limits will be identified in their licence conditions.

To promote the distribution of catch throughout the season in 2022, harvesters will have the option of fishing the regular season at the weekly base catch limits identified above, or they may opt to fish only during the fall from September 11 to November 5, 2022 in 3KL.

Fall only Fishery Option (applicable to NAFO Divisions 3KL only):

Fish harvesters that choose the 3KL fall only fishery option will not be able to fish prior to September 11 and may only fish from September 11 - November 5, 2022 with a limit of 17,000 lbs base bi-weekly (round weight).

Any harvester who does not select the fall only fishery option by the deadline will receive conditions authorizing them to fish in the same NAFO area as their homeport. A 2J based licence holder will receive conditions for July 24 - October 15 and a 3KL based licence holder will receive conditions for the regular season (July 24 - November 5) at the catch limits identified above.

Additional Information:

Should in-season adjustments to catch limits or seasons be required, industry will be consulted and updates will be communicated to harvesters via a Notice to Fishers.
