DFO - Conservation & Protection wishes to advise Fish Harvester's in the Springdale Detachment Area of the following Town Hall Meetings:

• Leading Tickles Area at the Community Town Hall in Leading Tickles on Tuesday, March 14, 2023 at 10am,
• La Scie Area at the Cape John Arena in La Scie on Thursday, March 16, at 10:30am,
• Triton Area at the Community Town Hall in Triton on Wednesday, March 22, at 10am.

This meeting is to discuss any concerns Fish Harvesters may have for the upcoming 2023 Fisheries.

The Department of Fisheries and Oceans will be hosting Stakeholder Engagement sessions on vessel related policies for the commercial inshore fleet across Atlantic Canada and Quebec.

The intent of these meetings will be to explore stakeholder concerns with the existing vessel related policies and the extent to which the policies support Owner-Operator.

Specific topics to be discussed include:
- vessel length increases for fleets that remain less than fifty feet (<50’),
- vessel registration requirements (DFO and Transport Canada),
- vessel sharing arrangements (e.g. buddy up), and
- modernizing the Substitute Operator Policy.

There will be 2 sessions in the NL Region, both with virtual options.

All harvesters and stakeholders can choose to participate in-person or virtually.

In April 2021, amendments to the Atlantic Fishery Regulations, 1985 (AFR) and the Maritime Provinces Fishery Regulations (MPFR) came into force creating new provisions that preserve and promote the independence of commercial inshore fisheries in Atlantic Canada and Quebec.

Specifically, the regulatory changes:
- prohibit licence holders from transferring the use or control of rights and privileges conferred under the licence to any third party;
- restrict the issuance of inshore licences to licence holders who have not transferred the rights or privileges conferred under the licence; and
- prohibit anyone other than the licence holder from using and controlling the rights and privileges associated with a licence.
The Department of Fisheries and Oceans Canada (DFO) has developed guidance for industry, specifically inshore licence holders, on certain aspects of the implementation of these regulatory changes.

Two new guidance documents are now available on DFO’s website:

Already available guidance on the licensing review process and on corporate structures have also been updated.
